What do you do when FOSSology cannot determine any license for a given file?

Presently we do nothing. This leaves gaps in the analysis.

We’d like to

1) Report all files that have no detected licenses at all 2) For this set of files, run a secondary analysis to look for tell-tale copyright and authorship information. This would include strings such as

Copyright (C) [year], [author] Written by [somebody] [e-mail address] Authors: Joe S. Blow [[and somebody] [and somebody else] ...] etc...
