Notes:

1. Only package owner can add/update comments. Need to allow multiple updaters.
2. Attachments are either bound to a specific pfile (BackupPC-9.8.7-2.fc9.src.rpm) or bound to text made up of the leading characters in a file name "BackupPC".
3. Global attachments need some more thought.
4. New attachments table, supports attachments (see devel server: sirius)
